The United Arab Emirates (UAE) has launched its Agentic AI Project, aiming to integrate artificial intelligence (AI) into 50 per cent of federal government services, operations and administrative tasks within two years under its government 4.0 strategy. More than 100 senior government officials have participated in workshops organised by the National Committee for the Agentic AI Project, reported by Emirates News Agency (WAM). The programme focuses on applying AI to policy formulation, strategic foresight, institutional performance, decision-making and government services.
The initiative follows a “human leads, AI enables” approach, with plans to classify tasks, coordinate AI adoption across government entities and reduce operational duplication. The UAE cabinet has also approved AI governance frameworks, national healthcare AI policies and a training programme for 80,000 federal employees. The government said the programme aims to reduce bureaucracy, improve administrative efficiency and make public services more responsive.
The implementation phase began with a workshop organised by the National Committee for the Agentic AI Project. More than 100 federal officials involved in the strategic government workstream took part. The workshop covered implementation timelines, methods for classifying tasks, governance structures and ways to integrate AI across ministries while avoiding duplication.
Huda Al Hashimi, Deputy Minister of Cabinet Affairs for Strategic Affairs, said the workshop marked the practical start of deploying AI models to strengthen government performance and reinforce the UAE’s international leadership in future-ready governance.
Officials discussed how each federal entity would carry out its responsibilities under the national framework and identify operations that are suitable for AI transformation. They also looked at performance indicators and ongoing evaluation to measure progress.
The UAE’s Agentic AI Project is built around seven pillars: strategy and projects; foresight and strategic intelligence; policies, structures and governance; government performance; global competitiveness; and innovation in government work.
The pillars are intended to make AI part of government operations rather than a series of separate technology projects. They set common objectives, governance standards and performance measures for ministries and federal entities. The framework also promotes collaboration and the sharing of knowledge and AI capabilities, while reducing duplication between departments.
The UAE plans to use Agentic AI to anticipate future challenges, identify emerging opportunities and support evidence-based policymaking, rather than relying only on historical data.
Ministries are encouraged to test AI-powered workflows, digital services, and collaborative models aimed at improving efficiency and the citizen experience. Government entities will assess the results, refine applications and expand those that work across departments.
Over 300 participants from 50 federal institutions attended a specialist training held in Dubai in June 2026 by the Ministry of Cabinet Affairs. The launch of the implementation plan and the identification of government services and procedures that are suitable for Agentic AI within ninety days were the main goals of the event.
Mohammad bin Abdullah Al Gergawi, Minister of Cabinet Affairs and Chairman of the Agentic AI Project Executive Committee, said the initiative reflects the vision of Sheikh Mohammed bin Rashid Al Maktoum to accelerate the use of Agentic AI across government.
Al Gergawi stated, “Artificial intelligence represents an advanced stage in the evolution of government work, offering distinctive capabilities that support employees, accelerate task completion, boost productivity and advance data-driven decision-making, all of which directly improve government efficiency and the quality of its outcomes.”
Al Gergawi said the workshop is also intended to help government employees develop the skills needed to work with Agentic AI applications and modern digital tools. He added that the UAE aims to build new government operating models that leverage emerging technologies to support more efficient and responsive public services.
Earlier in May 2026, the UAE cabinet approved a federal framework to implement Agentic AI across ministries and government entities, following a meeting chaired by His Highness Sheikh Mohammed bin Rashid Al Maktoum at Qasr Al Watan in Abu Dhabi.
His Highness Sheikh Mohammed bin Rashid Al Maktoum said the initiative is part of a national transformation strategy led by President His Highness Sheikh Mohamed bin Zayed Al Nahyan, with the goal of transitioning 50 per cent of government services and operations to Agentic AI models.
The largest government training programme in UAE history was approved by the cabinet as part of the programme, with the goal of providing 80,000 public sector workers with Agentic AI tools and abilities. From senior officials to new hires, personnel from all ministries, authorities, and government organisations will receive the training. Additionally, the cabinet approved the first set of government service bundles, aimed at citizens, residents, businesses, and investors, that will be backed by Agentic AI.
The national policy for promoting digital healthcare services and AI in the healthcare sector were also endorsed at the meeting. Developing a national AI-driven medical system, bolstering digital health infrastructure, and enhancing AI competencies within the healthcare profession are the three main goals of the policy.
In addition, the cabinet approved the first phase of government services to be transitioned under the Agentic AI Project, covering Citizens’ Services, Residents’ Services, Business Sector Services, and General Public Services.
Together, the projects place the Agentic AI Project in the context of a larger national agenda that includes digital governance, healthcare, industry, sustainability, education, and international collaboration. Artificial intelligence is seen by UAE officials as a tool that can help advance both government services and society at large.
