Dr Sam Seo, Chairman of Kaia, noted Taiwan’s position in the regional Web3 landscape. Luke Han, Vice President of Taiwan Mobile, pointed to the shared focus on reducing adoption barriers and maintaining regulatory compliance.
Core objectives of the partnership
The partnership focuses on building a stronger Web3 community by encouraging collaboration among developers, start-ups, and users. It aims to expand infrastructure for decentralised applications by providing the necessary tools and resources.
Another goal is to introduce financial solutions that meet regulatory standards, combining traditional finance with blockchain systems. The collaboration also aims to facilitate seamless transactions between fiat and digital assets. Finally, it intends to simplify access for new users by making onboarding more straightforward.

Kaia and Taiwan Mobile plan to work together on decentralised applications. They will also focus on stablecoin exchanges to support faster and more secure transactions.

In an exclusive conversation with AIBC, Paulo Caperrig, Head of Partnership at Kaia DLT Foundation, shared insights into the organisation’s recent partnership with Taiwan Mobile and its broader vision for expanding Web3 adoption in Taiwan.
One of the biggest challenges for any Web3 project is user adoption. In Taiwan, Kaia is taking a platform-first approach that meets people where they already are, especially on LINE, the country’s dominant messaging and lifestyle app.
Caperrig said, “In Taiwan, LINE is at the centre of everyday digital life, and that’s where Kaia will meet users first. We’re building experiences that feel familiar and useful in a local context. One example is our mini dApp, Tofu Story, where players can exchange in-app points for LINE Points, something Taiwanese users already use daily. That’s the approach: embed Web3 utility inside the platforms and reward systems people know and trust.”
This signals a thoughtful strategy to blend Web3 with real-world value, rather than pushing abstract technology for its own sake.
Navigating Taiwan’s evolving digital asset regulations
While user experience is crucial, compliance remains non-negotiable. Taiwan is tightening oversight of its crypto and digital asset market, and Kaia is adapting accordingly.
Caperrig noted, “Taiwan’s regulatory framework for digital assets is becoming clearer. Authorities have banned most OTC crypto deals, and the number of licensed VASPs is now fewer than ten.”
Rather than take risks, Kaia is choosing to align only with highly regulated, trusted players, ensuring it builds on stable legal ground. That’s one reason the partnership with Taiwan Mobile is so significant; it reflects a mobile-first, regulation-friendly direction.
Caperrig explained, “Our approach is simple: work only with the most trusted and regulated partners. That’s why we signed our recent MOU with Taiwan Mobile. It reflects both our mobile-first ethos and our commitment to building fully compliant distribution rails.”
