Brazil has announced 2.3 billion reais ($444.2 million) in new investment to expand its artificial intelligence (AI) infrastructure.
According to Reuters, about 1.3 billion reais (approximately $250 million) will fund supercomputing infrastructure in Rio de Janeiro involving Huawei Technologies and iFlytek. In comparison, 1 billion reais (approximately US$193 million) will finance a new supercomputer expected to rank among the world’s 10 most powerful AI systems.
The investment is part of Brazil’s strategy to expand domestic AI computing capacity and reduce reliance on a single technology provider or country.
The 2.3 billion reais ($444.2 million) reais investment is split across several projects, with two supercomputing initiatives accounting for the largest share. The first project, valued at about 1.3 billion reais (approximately $250 million), is planned for Rio de Janeiro and will be developed with Huawei and iFlytek. The infrastructure will support the development of large language models for both general and sector-specific use. The aim is to build AI systems tailored to Brazil’s linguistic, economic and institutional needs rather than relying solely on services developed abroad.
The second project involves a procurement worth about 1 billion reais for a supercomputer in Rio Grande do Norte. The government expects the system to rank among the world’s ten most powerful AI-processing machines. Brazilian reports have estimated its capacity at about 7,200 petaflops, though the final specifications will depend on the tender process.
Funding will come from Brazil’s National Fund for Scientific and Technological Development (FNDCT) and will be released in stages. The government expects the supercomputer to begin operating by the end of 2027, while the cooperation agreement with the Chinese companies is scheduled to start in July 2027.
Brazil’s decision to work with both American and Chinese technology companies reflect its effort to expand AI capabilities without relying too heavily on a single geopolitical partner.
Developing advanced AI requires more than software. It depends on semiconductors, high-performance computing, networking, memory, electricity, cooling systems, data centres and specialised engineering talent. Dependence on a single foreign supplier across several of those areas can leave countries vulnerable to disruptions caused by geopolitical tensions.
Brazil appears to be spreading that risk. Huawei and iFlytek are involved in the Rio de Janeiro project, while US chipmaker Nvidia is widely expected to supply the separately tendered supercomputer in Rio Grande do Norte. Reuters reported that Brazilian officials expect Nvidia to win the tender, and Science and Technology Minister Luciana Santos has also identified Nvidia as the anticipated supplier.
Brazil has long sought greater flexibility in making economic and diplomatic decisions without becoming overly dependent on any major power. AI infrastructure is part of that goal because it affects the country’s ability to develop, train, and deploy advanced technologies.
The government has said its objective is to strengthen national sovereignty over data and avoid dependence on a single company, technology provider or country. In this context, data sovereignty extends beyond where information is stored. It also includes the computing resources, governance systems, technical expertise and legal frameworks needed to control how data is processed.
Brazil’s strategy reflects that broader view. Alongside investments in high-performance computing, the country is also supporting domestic cloud infrastructure, semiconductor research and AI governance. The goal is to build more of the underlying AI ecosystem within Brazil rather than focusing only on applications.
China’s role in Brazil’s economy has expanded significantly over the past two decades. China is Brazil’s largest trading partner, while the United States remains a major source of foreign direct investment. As a result, Brazil maintains important economic ties with both countries.
The AI initiative reflects that broader relationship. Huawei and iFlytek’s involvement are part of a wider Brazil-China partnership that spans trade, infrastructure, agriculture and technology.
For China, Brazil is an important Latin American market. For Brazil, Chinese companies provide access to technology, financing and commercial partnerships alongside Western suppliers.
Brazil’s President Luiz Inácio Lula da Silva has repeatedly argued that Brazil should have greater strategic autonomy in international affairs. AI is closely tied to that goal because technology increasingly intersects with national security, economic development and diplomacy.
The current programme goes beyond supercomputing. It also includes cooperation with Chinese companies, semiconductor development, a Brazilian cloud service and a planned National Center for Algorithmic.
Brazil’s larger AI policy includes more than just the 2.3 billion reais ($444.2 million) reais packages. Additionally, the government is working on projects related to cloud computing, semiconductors, workforce development, and AI governance.
Launched in 2024, Brazil’s Plano Brasileiro de Inteligación Artificial (PBIA) called for greater investments in public services enabled by AI, infrastructure, and talent development. Recent announcements expand that framework to include certain infrastructure projects.
The next step is implementation. Brazil must complete the tender for the Rio Grande do Norte supercomputer, establish the Rio de Janeiro infrastructure project and develop the supporting ecosystem around both initiatives.
The government will also face pressure to demonstrate results, including the number of AI models developed, universities granted access, startups supported, and public-sector services using the infrastructure.
