With over two decades of experience spanning information security, digital forensics, blockchain, and artificial intelligence, Dr. Alzarouni has made substantial contributions to the development of secure and ethical digital infrastructure. A founding member of the Dubai Electronic Security Center (DESC) and the Artificial Intelligence Ethical Committee, he brings a deeply informed, policy-driven perspective on blockchain adoption, AI innovation, and the future of emerging technologies.
H.E. Maher Al Kaabi, Advisor to the Group Chairman and Independent Board Member at Al Serkal Group, takes the stage on 10th February from 14:45 to 14:55 for his keynote “Building Smart Economies: The Role of AI, Data, and Emerging Technologies.” With over 30 years in banking and IT, he holds board positions across digital economy projects, circular economy committees and UAE schools, while co-founding ventures in mobility and smart infrastructure. In his address, he explores how artificial intelligence, data, and emerging technologies shape resilient economies through strategic governance and digital transformation.
Nameer Khan, Chairman of the MENA Fintech Association, joins the panel “Come to Dubai: UAE as Global Crypto & Tech Hub” on 10th February from 14:55 to 15:25. He founded Fils, a climate intelligence platform tracking carbon in financial systems, serves as an honorary professor at Heriot-Watt University, and advises fintech policy through the Arab Monetary Fund. Khan, recognised by UAE and Oman central banks, examines Dubai’s regulatory vision and infrastructure drawing global blockchain innovators.
Charles d’Haussy, CEO of dYdX Foundation, participates in the panel “Trend or Trap: Tokenization of Real-World Assets (RWA)” on 10th February from 12:50 to 13:25. Paul Dawalibi, CEO of Innovation City, presents his keynote “Innovation City: Silicon Valley of the Middle East in Ras Al Khaimah” from 14:00 to 14:10 on 10th February. He leads the Middle East’s first AI-powered free zone for Web3, gaming and healthtech, founded esports unicorns, hosts CNBC Arabia’s Game Changers, and built Canada’s fastest-growing firm in 2020. Dawalibi outlines Ras Al Khaimah’s blueprint of regulation and infrastructure for blockchain enterprises.
Mohammed Al Hakim, President and General Manager for UAE and Bahrain at Crypto.com, features on the panel “Come to Dubai: UAE as Global Crypto & Tech Hub” from 14:55 to 15:25 on 10th February. He secured the region’s first central bank approval for a stored value facility, launched Shariah-compliant crypto payments for Dubai services, and managed UAE Ministry partnerships. Al Hakim prioritises how UAE openness reshapes digital assets.
Hans Moerman, Senior VP of Digital Technology at Dubai Chambers, delivers the keynote “Technology Shaping Tomorrow’s Investment Landscape” from 15:25 to 15:35 on 10th February. Dr Sara Al Madani, The Emirati Entrepreneur, speaks on “Future-Ready Leadership: Thriving as an Entrepreneur in a World of Rapid Innovation and Regulation” from 13:25 to 13:45 on 10th February.
